AC Transit will hold a public hearing at 2:00 p.m., Wednesday, September 5, 2007, to accept comments on a proposed Universal Pass Program Pricing Matrix. The hearing will be held at the AC Transit general offices located at the 1600 Franklin Street, Oakland, CA 94612.
PROJECT DESCRIPTION: The District currently has three Universal Pass programs: Class Pass and Bear Pass at UC Berkeley, and Eco Pass at the City of Berkeley. There are more than a dozen prospective clients currently engaged in discussions with the District or who have expressed initial interest in a pass program.
The standardized Universal Pass Program objectives are to operate a revenue-neutral, discount pass program; increase ridership; provide a scalable, easy to understand and easy to administer program; and retain current clients and achieve significant growth from new clients. A component of the standardized program is the Universal Pass Pricing Matrix.
The pricing matrix objectives are to:
- Offer volume discount (the more people comprising the participant universe, the lower the price per participant)
- Factor price differences for the level of AC Transit service (LTS)
- Incorporate administrative and ancillary costs (pass production and staff coordination)
- Allow for fare increase adjustments
- Align pricing with current programs (as feasible)

The General Manager will be allowed flexibility to adjust pricing to within 15 percent above or below the matrix price point for an individual client if justified by market factors and other considerations brought out during negotiations. Any pricing request outside the 15 percent variance will require Board approval.
ENVIRONMENTAL EXEMPTION: The establishment, modification, structuring, restructuring, or approval of rates, tolls, fares, or other charges by public agencies to meet operating expenses, purchase supplies, equipment or materials, meet financial reserves, fund capital projects or fund intra-city transfers are statutorily exempt from the requirements of the California Environmental Impact Report (CEQA) under the provisions of Public Resources Code Sections 21083, 21087 and 21080(b)(8) and Section 15273 of the CEQA Guidelines.

Public comment on the proposed Universal Pass Program Pricing Matrix is invited either in writing or at the public hearing scheduled for 2:00 p.m., Wednesday, September 5, 2007 in the second floor Board Room at AC Transit General Offices, 1600 Franklin Street, Oakland, CA. The public is urged to submit written comments by letter, facsimile, or e-mail, but these must be received no later than 5 p.m., Tuesday September 4, 2007 in order that they can be collated and provided to the Board of Directors. Written comments also may be submitted at the hearing at any time prior to its close.
