If adopted, the proposed changes to lines 92 and 94 would go into effect in the fall of 2008. The Board may choose to adopt the changes at the April 23 public hearing or defer a decision to a later date.
The changes to lines 19, 53, and NX4 were already implemented in December 2007, but due to an oversight were not brought to a public hearing beforehand. At the April 23 hearing, the Board may choose to confirm the changes as previously made, adopt adjustments based on public input, or defer a decision to a later date.
Background and Summary of Changes
Line 92
In order to improve service to Cal State University East Bay (CSU), AC Transit proposes to re-route the portion of Line 92 between CSU and Hayward BART. Instead of traveling along 2nd St. and Campus Dr., Line 92 buses would operate along Mission Blvd. and Carlos Bee Blvd. to CSU, where it would loop around campus and return to Hayward BART. Service frequency along the entire Line 92 route would be every 15 minutes.

Line 94
With the changes to Line 92, AC Transit proposes to also re-route Line 94 to maintain service along 2nd St. The new routing will provide longer service hours but at reduced frequency. The line would operate all day every 60 minutes along 2nd St., Campus Dr., Hayward Blvd., Skyline Dr., Dobbel Ave. and Spencer Ln. Selected Line 94 trips would operate via East Ave., Windfelt Rd., and 2nd St. to provide service to Hayward High School at the school’s front entrance. The schedule, while not finalized as of this printing, will be designed to coordinate with the school’s bell times.

Line 19
In order to provide additional service to the Berkeley Amtrak Station and the 4th St. shopping area, AC Transit re-routed Line 19 in December 2007. Buses no longer run along the three blocks of 6th St. between Allston Wy. and Hearst St., but instead operate via Allston Wy., 4th St., and Hearst St. to drop off and pick up passengers at the new bus stop near the Amtrak Station.
Line 53
In 2003, AC Transit discontinued Line 53 regular service along Lincoln Ave. and Joaquin Miller Rd. in Oakland. In early 2007, a concerned group of residents, passengers, and institutions along Lincoln Ave. lobbied AC Transit with letters and petitions to restore service.
AC Transit agreed, and in December 2007 added service to operate along Lincoln Ave. up to the Woodminster shopping area. Above Highway 13, Line 53 buses turn left on Mountain Blvd., right on Woodminster Ln., left on Werner Ct., left on Mountain Blvd., and then right on Lincoln Ave. to return to Fruitvale. Line 53 operates every 15 minutes between Fruitvale BART and Fruitvale Ave. & MacArthur Blvd. Every other trip continues via the new Lincoln Ave. routing or the Lyman and Tiffin rds. routing, providing service every 30 minutes along these segments.
Line NX4
In December 2007, AC Transit re-routed Line NX4 buses to travel off I-580 in order to serve the new Monte Vista Villas housing development at Mountain Blvd. and Edwards Ave. in Oakland. The new stop was requested by the developer several years ago and has potential to provide valuable Transbay service to more than 400 new housing units, approximately 100 of which are now occupied.
NX4 buses traveling on I-580 westbound from Castro Valley get off at the 98th St./Golf Links Rd. exit and operate along Mountain Blvd. to the new bus stop on the Monte Vista access road. To return to I-580, buses use the Edwards Ave. exit and continue to San Francisco. In the eastbound direction, buses get off I-580 at the Edwards Ave. exit, turn right on Mountain Blvd., and then left on the Monte Vista access road to the bus stop. To exit the development, buses turn left on Leona Dr., left on Mountain Blvd., right on Keller Ave., and then left on I-580 to resume eastbound travel to Castro Valley.
Getting to the Public Hearing
AC Transit’s Oakland office, located one block south of Broadway and 17th St., is easily accessible by lines 1, 1R, 11, 12, 13, 18, 51, 59, 72, 72M, 72R, and NL, as well as by BART at the 12th St. or 19th St. station.
