Description: The Alameda-Contra Costa Transit District is seeking FIRM FIXED PRICE BIDS to provide approximately 25,000 MMBTU per year (68 MMBTU per calendar day, on average) of pipeline quality directed biogas to the PG&E Citygate, in Oakland, California, augmented with supplemental gas in accordance with full details contained in IFB 2012-1209 accessible on the District's website. The projected effective date for contract award is July 2012 with purchases to be made over a 60-month delivery period. A 60-month contract will be effective upon full execution of the contract with deliveries expected to begin around March 2013.
Procurement Instructions: Interested parties shall submit Bids in response to the terms and conditions of the IFB, and all attachments. All work, materials, and services shall be undertaken in accordance with applicable federal, state, and local laws, regulations and permits. Special Contract Conditions:

It is unauthorized for a Contractor receiving a contract award to enter into any agreement with a third party that might abridge any rights of the District under a Contract. Contractor receiving the award will retain executive representation for functional and technical expertise of all services over third party affiliate arrangements.
Submittal Info: To be considered, submit one package containing one (1) sealed envelope containing one (1) original and one (1) copy of technical Bids and a separately sealed envelope containing one (1) original and one (1) fee schedule offer, as follows:
1. Sixty months following the first delivery of biogas and supplemental gas, or
2. One Hundred Twenty months following the first delivery of biogas and supplemental gas
All bidders are to provide a 60-month bid. Contract award will be determined on best value to the District. Purchase of gas is not anticipated to begin until March 2013, commensurate with the start up of the District’s solid oxide stationary fuel cell system.

Bids shall be submitted no later than 2:00 p.m. on July 12, 2012, to the following address: AC Transit Purchasing Department, Attn: Lynda McBroom, 10626 International Boulevard, Oakland, California 94603. All Bids must be clearly marked DIRECTED BIOGAS 2012-1209. Bids not received at the designated place by the required date/time will be subject to the Late Submissions, and Modifications of Offers clause and may not be considered for award. No facsimile or e-mail transmissions of Bids will be accepted. Bids will remain in effect for sixty days from the designated date of receipt, unless mutually extended. No pre-award costs will be paid. The signature of the District General Manager will constitute a binding contract award.
