FREQUENT BUS TRANSIT SERVICE PROPOSED FOR FREMONT AND NEWARK

What’s this all about?

The redesign: fremont/newark planning effort includes a bus network study intended to evaluate the service AC Transit provides in Fremont and Newark. The study aims to ensure that the service offering in Fremont and Newark adapts to the changing transportation market and the increasingly dense new development taking shape. In addition, the study identifies opportunities for increased frequency and/or flexible service. The goal of this effort is to develop a new network plan that improves and better responds to Fremont and Newark’s transportation needs. This plan is designed to work within existing funding by reallocating existing resources with input from residents, workers, students, visitors and community members.

Project Background

To better understand service and develop possible enhancements, AC Transit staff conducted an existing conditions analysis incorporating data about current customer patterns, area demographics, rider demographics and preferences.

In addition, the project team conducted a public survey, administered online and in-person in English, Chinese, and Spanish. If you were one of the nearly 800 people that took our survey, thank you for participating!

Using the ridership, demographic data and maps, surveys, and conversations about bus transit since starting community engagement efforts in August 2019, we developed two scenarios for a frequent bus transit network for Fremont and Newark.

The Proposal

AC Transit proposes two scenarios in Fremont and Newark. Currently, most bus service in Fremont and Newark runs every 30 to 60 minutes, with the best service in this area running every 20 minutes. With the proposed changes to the network, more resources would be reallocated into network of frequent routes running at least every 15 minutes.

1)    Scenario 1 (50% Frequency) would invest 50% of AC Transit’s resources in this area into frequent service that runs every 15 minutes

2)    Scenario 2 (35% Frequency) would invest 35% of AC Transit’s resources in this area into frequent service that runs every 15 minutes

In order to provide frequent service (i.e., 15-minute service on weekdays) along some major streets with higher ridership, service elsewhere has been proposed to be reduced or discontinued.

Why are these options proposed?

These scenarios are based on the findings in our existing conditions analysis and in the response to our general public survey, which revealed three key patterns consistent across different demographic and economic groups:

1)    Most people surveyed would prefer traditional bus service that runs every 30 to 60 minutes over an on-demand service without a set schedule like AC Transit’s Flex service.

2)    Most people surveyed want more frequent service either by reducing coverage or new taxes, with 35% preferring maintaining 30 to 60 minute service.

3)    Most people surveyed want transit to serve BART (74%), followed by shopping and retail (30%), and service to schools (27%).
