External Projects

AC Transit provides bus service in 14 cities and portions of 2 counties but does not control the streets or local policies. AC Transit’s operations and service quality are strongly affected by planning conducted by state, regional, county, and local agencies. These agencies’ plans and actions can affect AC Transit positively or negatively in funding, policymaking, roadway design, transit performance, and land use. The District seeks to monitor and influence other agencies’ plan-making on an ongoing basis. Resources permitting, the District seeks to take an active role in these planning processes. District activities include participating in Technical Advisory Committees (TACs); providing comments on plans, designs, and other documents; submitting letters and speaking before governing bodies and their advisory commissions.

AC Transit also works with state agencies like Caltrans and regional funding agencies like the Alameda County Transportation Commission, Contra Costa Transportation Commission and the Metropolitan Transportation Commission, all of whom could have planning projects or funding programs that could affect AC Transit riders and that warrant AC Transit having a seat at the table.

Caltrans I-580 Truck Access StudyTechnical Advisory Committee MemberEarly planning The project team held the third TAC meeting in February 2026 where they presented key findings from their existing conditions analysis and baseline and future system performance assessment. Staff reviewed and provided comments to the draft traffic analysis memo on March 23. The fourth TAC meeting scheduled for June 1, 2026 will review results from the project team’s Air & Noise analyses and Racial Equity Assessment, and provide a preview of upcoming engagement activities.
Metropolitan Transportation Commission (MTC) & Transit Agencies

Southern Alameda County Integrated Rail Analysis (SoCo Rail) Study
Development of Union City BART East Bay hub (ACE/BART hub and layover facility to improve connections between various Southern Alameda County rail services.
Stakeholder. Project to improve bus-rail connections at Union City BART. Phase 2 report identifies concepts for better bus connections to be considered in Network Realign. Draft Phase 2 Report completed in mid-April 2023, detailing plans for Union City BART as the primary Southern Alameda County rail hub. Continued staff coordination with SoCo Rail project team, last met in May 2023. No meetings scheduled.

Multimodal Corridor Study - San Pablo Avenue Phase II

Plan for side running transit lanes with Class IV (protected) bicycle lanes and other improvements along San Pablo Avenue, from Oakland to Berkeley.

Assure that the plan improves transit operations and rider experience. Concerns are paratransit access, adequate bus stop lengths, right-turn conflicts, and traffic signal operations.
ACTC - Oakland Alameda Access Project (OAAP)
The project will reduce traffic congestion and delays to buses in Oakland Chinatown and near the entrances/exits of the Posey and Webster tubes. It is expected to create major delays to bus service during the construction period, due to lane closures in the tubes.
StakeholderIn ConstructionAC Transit, ACTC, Oakland and Alameda are exploring mitigation measures to minimize delays during construction including:
• Modified construction methods to shorten duration of lane closures.
• Extend Broadway bus lanes to 3rd Street.

San Pablo Avenue Safety Enhancements

Near-term plan for bike, pedestrian, and transit improvements along San Pablo Avenue in Berkeley and Albany

ACTC - I-580 Transit and Multimodal Strategy (TAMS)

ACTC East Bay Greenway Project
Would improve bicycle and pedestrian connectivity between Lake Merritt BART and South Hayward BART. Includes Mission/East 14th Street transit corridor project.
StakeholderDesignDesign is completed for the Lake Merritt-Fruitvale segment and at 100% for the San Leandro segment. The PA&ED phase for the Hayward segment is underway since Hayward City Council approved the scoping level evaluation in January 2026. Staff is participating in ACTC’s Working Group for the Hayward segment, and the last meeting took place in July 2025.
ACTC & Caltrans – Oakland-Alameda Access ProjectStakeholderIn ConstructionThis project would improve access between Alameda and Oakland by creating a new ramp under the footprint of the I-880 freeway, reducing traffic congestion in Oakland’s Chinatown, lowering emissions and improving traffic safety. The project would also improve pedestrian and bicycle access in the Posey and Webster Tubes. A construction contractor has been selected and is currently developing a detailed schedule. Construction is expected to start in early 2026 and continue through 2029.

There will be large scale impacts to bus operations due to months long closures of both tubes resulting in estimated traffic delays of 15 minutes. There will also be short term impacts on surface streets resulting in possible detours and bus stop closures and relocations.
City and AC Transit staff have requested that the duration of lane closures me minimized to the greatest possible extent. Approved mitigations in Oakland include a bus-only lane on 7th Street, a bus-only left turn at Broadway & 7th, signal timing adjustments along Broadway. Staff are currently investigating other mitigations on Park Street/Fruitvale and Webster Street.

A communications team has been set up to notify bus riders of delays, detours and other impacts to service. Project currently team meets monthly but will meet more frequently once construction starts. Pre-construction activities will include utility relocations and removal of homeless encampments in the construction zone.

West Oakland BART TODStakeholderPre-ConstructionConstruction is expected to begin in Summer 2026 of Phase 1 of TOD development at the surface parking lots at West Oakland BART. This construction will require temporary detours of AC Transit bus routes to the station. Staff are working closely with BART, City of Oakland, and the developer to ensure accurate wayfinding and access for bus service.

The long term configuration will eliminate the transit hub inside the BART station and will have buses serving the station (or laying over) on 7th Street.

City staff have confirmed they will mail outreach postcards to addresses near impacted bus stops.

Active Transportation Plan (ATP) and Solano Complete Streets Plan
StakeholderPlanningThe Albany Active Transportation Plan guides the development of infrastructure projects and programs to support safe and comfortable bicycling, walking, and rolling in Albany.

Currently in Phase 2 – developing a draft ATP Network and Policies. City Council is working with staff to develop high-level bike lane concepts for Solano Avenue as part of the ATP plan. ACT staff are part of the Technical Advisory Committee, ensure bus stop design is incorporated into the Solano portion and the rest of the ATP plan. TAC #4 meeting on 12/18.

Quarry Lakes Parkway Project:

New road in Union City intended to help relieve traffic on Decoto Road.

AC Transit expects dedicated bus lanes along the Union City-portion of Decoto Road when Quarry Lakes Parkway is complete. AC Transit staff will continue to coordinate with City staff on this project, specifically to track how it affects the development of future dedicated bus lanes along Decoto Road. Alvarado-Niles Part-Time Bus Lane Pilot Project
: City pilot project to implement part-time bus lane on Alvarado-Niles Rd (between Almaden Blvd and Decoto Rd) during weekdays only in AM and PM peak periods to improve bus speeds.
StakeholderCity staff has prepared draft technical studies and concept designs.Continued collaboration with city staff and consultants as the project moves forward. AC Transit staff met with City staff in mid-October 2025 and will continue meeting with City staff on a quarterly basis. The next meeting is scheduled for June 2026.

The bus lane should have a positive impact to bus service. District staff will discuss with Union City the operations of the facility near James Logan High School.

Palo Alto Mobility Hub:

Study to identify short, medium, and long-term circulation and mobility improvements to the Palo Alto Transit Center/Caltrain station.

Stakeholder in Working Group, formed as a non-Brown Act body.
PlanningStaff interviewed by SMEs on behalf of Advisory Services Panel consisting of City of Palo Alto, VTA, and Stanford University on October 21, 2025 to gather insights and ideas around the Palo Alto Transit Center. Meeting on February 27, 2026 focused on proposed circulation plan for the Quarry Lane cut-through project to provide direct access to El Camino Real at the north end of the transit center.
