UPDATE – Public Hearing Set for December 14th

After many months of developing redistricting proposals and seeking public input, the AC Transit Board of Directors has set a Public Hearing for Wednesday, December 14, 2011 at 5:00 p.m. to receive comments regarding Redistricting Plan 3.  Read the public hearing notice.

What is Redistricting?

Redistricting is the process of adjusting ward boundaries in order to equalize populations following the federal census, which is conducted every ten years. The process is governed by federal and state laws as well as Board Resolution 780 which sets forth the procedures for fixing the boundaries of the five wards. The resolution requires that the five wards be as nearly equal in population as practicable, and in establishing the wards, that the Board recognize the importance of providing members of racial and ethnic minority groups the same opportunity to participate in the political process and to elect representatives of their choice as other members of the electorate. In drawing new boundaries, the following factors must also be considered:

  • Communities of interest;
  • Cohesiveness, contiguity, integrity, and compactness or the territory;
  • Topography; and
  • Geography

What is the Process?

The Board of Directors has established a limited-purpose Redistricting Committee to assist staff in the process of adjusting the ward boundaries. The Committee will work collaboratively with staff in identifying communities of interest, assist in the development of Redistricting Plans, will assist in evaluating community input and/or alternative redistricting plans submitted by the public, and will report back to the Board with a recommendation on at least one plan that would be subject to a second round of public comment via a public hearing in December.

Individuals and/or community groups are encouraged to participate in the redistricting process. A series of community meetings will be held throughout the District where various redistricting plans will be reviewed and public input sought.   These community meetings will be held in mid to late October. See the information provided below for specific dates and meeting locations.

Members of the public may submit their own redistricting plan(s) for consideration by contacting Linda Nemeroff, District Secretary at districtsecretary@actransit.org.

In November, it is anticipated that Board of Directors will set a public hearing on final proposal(s) for their regular meeting in December. A final redistricting plan is scheduled to be considered for adoption by the Board at this meeting.
