Proposed Contingency Plan: Preparing for the Worst-case Scenario 

For 65 years, AC Transit has connected East Bay residents to jobs, school, healthcare, and community life.  However, rising costs have outpaced funding provided for AC Transit. Now, we now face a four year, $200 million deficit beginning in Fiscal Year 2027-28.  

A recent state loan provides temporary relief but does not solve the ongoing lack of funding. We anticipate that passage of a proposed ballot measure in November could provide funding for us to continue full service. However, without that additional funding, AC Transit faces unavoidable cuts of as much 16% of our bus service and potential layoffs impacting as many as 300 AC Transit employees. 

The AC Transit Board of Directors will meet on June 10, 2026, at 5 pm, to consider service reduction options if new permanent funding, apart from the state loan, is not approved, and receive community feedback. 

An Open House will be held immediately prior to the June 10 meeting, from 3 pm to 5 pm, in the AC Transit lobby, located at 1600 Franklin Street in Oakland. Staff will be available to answer questions and attendees are encouraged to provide their feedback – both at the Open House and as public comment during that evening’s Board meeting.   Questions and comments can also be submitted to planning@actransit.org.

If new, permanent funding, apart from the state loan, is not secured by December 2026, the proposed “Contingency Service Plan” will be implemented in June 2027.
